CP504: IRS Notice of Intent to Levy
CP504 is serious—but identify the procedure correctly.
CP504 generally reflects the IRS's intent to levy under IRC §6331(d). It is not interchangeable with the formal §6330 Collection Due Process notice commonly issued through CP90 or LT11. That distinction matters because different notices can create different rights and deadlines.
Reconstruct the collection sequence first.
Trace assessment → prior bills and notices → payments and credits → CP504 → current balance. Do not assume the amount on CP504 is correct merely because collection has advanced.
CP504 does not answer whether CDP rights have expired.
Do not assume CP504 itself means a Collection Due Process hearing period has already run. Likewise, do not assume that no levy action can occur merely because CP90 or LT11 has not been identified. Read the actual correspondence and determine which statutory stage applies.
Validate the balance before choosing a collection solution.
Reconcile the underlying assessment, payments, credits, penalties and interest. If the balance is wrong, the correction route depends on how the assessment arose. If the balance is correct, collection alternatives can include full payment, an installment agreement, Currently Not Collectible status, or an Offer in Compromise where the applicable requirements are met.
Payment and procedural rights are separate.
Paying can reduce the collection problem and future accruals, but payment does not substitute for preserving an appeal or hearing deadline. Collection Appeals Program procedures may sometimes be relevant, but CAP is distinct from Collection Due Process.
Watch what comes next.
If CP90, LT11, or another qualifying §6330 notice arrives, identify and calendar that notice immediately rather than treating it as another routine collection letter.
